PEOPLE’S PETITION AGAINST THE ABUSES OF THE AFP, PNP AND OTHER SIMILAR ENTITIES, AND THEIR IMMEDIATE EVICTION FROM THEIR CAMPS IN PEASANT COMMUNITIES IN THE COUNTRYSIDE

We, citizens of the Republic of Philippines, are filing this petition for the immediate pull-out of military camps and cessation of abuses perpetrated by the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and related armed groups in the communities of farmers, peasant women, fisherfolk, indigenous people, youth, and other sectors in the countryside.

The Total War Policy in the countryside, executed as the counter-insurgency program Oplan Kapayapaan, Memorandum No. 32 and Martial Law in Mindanao, all resulting to increasing number of victims of human rights abuses, majorly farmers who are opposing land grabbing by big landlords, local and foreign businesses.

We are one in the noble cause of defending the rights of farmers, food producers of our country, against government abuse and neglect. We demand the end to the following:

1. the abusive military operations by the AFP guised as Community Organizing for Peace and Development that:
   1. deny the legal, democratic, and constitutional rights of people for due process, freedom of speech, peaceful assembly, and right to organize;
   2. trigger illegal arrests, illegal search into households, coercion such as forcing townsfolk to be their guides in their search, forcing them to attend assemblies, forcing them to sign on blank sheets, forcing them to have their picture taken, and other things against their will;
   3. bar farmers from tilling their land and implements curfew and food blockade;
   4. militarize civilian activities and carries out psychological warfare through medical missions, house-to-house census, and other ways to deceive, threaten, and spy on the people;
2. extra-judicial killings, massacres, abductions of farmers;
3. militarization of civilian facilities or camping of police and military units in barangay halls, schools, day-care centers, households, farms, and within the community;
4. incessant aerial bombings and attacks in the farmers and ancestral communities that trigger mass evacuation, terror, disruption of classes, social services, livelihood, and people’s daily ways of life;
5. threats, sexual harassment, and other forms of exploitation upon peasant women and children;
6. targeting of peasant organization leaders who are usual victims of red-tagging or being labeled as members of the NPA, filing of trumped up charges, abduction, extra-judicial killing, and other forms of human rights violations.
   As attestation to this, we sign this petition.

PETISYON NG MAMAMAYAN LABAN SA MGA ABUSO NG AFP, PNP AT MGA KAUGNAY NITO, AT KAGYAT NA PAGPAPAALIS SA KANILANG MGA KAMPO SA MGA KOMUNIDAD NG MAGSASAKA SA KANAYUNAN

Kaming mamamayan mula sa iba’t ibang bahagi ng bansa ay naghahain ng aming petisyon para ipanawagan ang kagyat na pagpapaalis at pagpapatigil sa mga pang-aabuso at pagkakampo ng mga elemento ngArmed Forces of the Philippines (AFP), Philippine National Police (PNP), at mga kaugnay nito,sa mga komunidad ng mga magsasaka, kababaihang magbubukid, mangingisda, katutubo, kabataan at iba pang sektor sa kanayunan.

Kung saan, ipinapatupad ng Pangulong Rodrigo Duterte ang Total War Policy na bumibiktima sa mamamayan, sa kanyang kontra-insurhensiyang programang Oplan Kapayapaan at Kapanatagan, Executive Order No. 70, Memorandum No. 32 at Martial Law sa Mindanao, nagreresulta ito ng papalaking bilang ng biktima ng paglabag sa karapatang pantao. Pangunahing target sa mga patakaran at programang ito ang mga magsasakang naggigiit ng kanilang karapatan sa lupa laban sa mga nangangamkam, asyendero, lokal at dayuhang mamumuhunan.

Nagkakaisa kami sa aming adhikain na dapat protektahan ang karapatang pantao ng magbubukid bilang tagapaglikha ng pagkain ng bansa, laban sa mga abuso at pagpapabaya ng gubyerno. Naniniwala kami na dapat nang itigil ang sumusunod:

1. ang mga mapang-abusong operasyong militar ng AFP na karaniwang pinapakete bilang Community Organizing for Peace and Dev’t (COPD), na:
   1. hindi kinikilala ang mga ligal, demokratiko at konstitusyonal na karapatan ng mamamayan para sa due process, karapatan sa pagpapahayag, pag-oorganisa at mapayapang asembliya, kalayaan sa pagkilos;
   2. nagbubunga ng mga iligal na pag-aresto; iligal na paghalughog ng tahanan; koersyon tulad ng pamimilit na igiya sila sa kanilang paglibot, na dumalo sa mga inorganisa nilang asembliya, na pumirma sa mga blangkong papel, na kunan ng larawan, at iba pang labag sa kalooban ng mamamayan;
   3. pagbabawal sa mga magsasakang asikasuhin ang kanilang bukid; pagpapatupad ng curfew, food blockade o pagharang sa pagpasok ng pagkain sa baryo;
   4. pagmilitarisa sa mga sibiliyang aktibidad at paglalapat ng psychological warfare sa mga ito, tulad ng medical missions, sensus, pagha-house-to-house at iba pa para linlangin ang mga magsasaka sa baryo, makapaniktik at makapaglikha ng takot;
2. extra-judicial Killing o pagpatay, pagmasaker at pagdukot sa mga magsasaka;
3. pagmilitarisa sa mga sibilyang pasilidad o pagkakampo ng mga militar at pulis sa mga barangay hall, eskwelahan, day care centers, barangay health centers, kabahayan, sa kabukiran o sa buong komunidad;
4. walang habas na aerial bombing at pag-atake sa mga komunidad ng magsasaka at katutubo na karaniwang nagbubunga ng mass evacuation, terror sa masa, abala sa edukasyon, serbisyong panlipunan, kabuhayan at pang-araw-araw na buhay ng mamamayan;
5. pananakot, sexual harassment at iba pang porma ng pagsasamantala sa kababaihang magbubukid at kabataan;
6. pagtarget sa mga lider-mamamayan ng mga organisasyong magbubukid at iba pa, na karaniwang biktima ng red-tagging o bintang na sila ay kasapi ng NPA, pagsasampa ng gawa-gawang kaso, pagdukot, pagpatay at iba pang paglabag sa karapatang pantao.
   Bilang pagpapatunay, lumalagda kami sa petisyong ito.
